Can any one Identify this, I saw it in the sky about 200ft above ground in north Northumberland. Appeared to be Flying up wind. Is it a Bird or a flying Fish????? Or what?

first impression I thought it was a bird scarer but after having a better look on full zoom it definatelly looks more like a bra
I can just about remember what they look like

I may be able to shed some light on the matter. I think it went missing from our washing line around the strong winds of the 7th May and made it across the Pennines. My wife blamed the village sniffer but I think we may have done him a dis-service and it just blew away - I recognize the tassles. Always told her it had enough uplift to thermal well.
